How much does the WhatsApp Business API cost in the UAE and Saudi Arabia after the October 2026 price change?

Digital FRK: CRM, automation, ads and SEO, connected into one marketing system

By Mateen Ansari, Co-founder, Digital FRK · Last updated 13 October 2026

Short answer: Meta charges per delivered message, priced by message category and the recipient’s country code. Since 1 October 2026, a marketing message to a UAE or Saudi number costs US$0.0576, a utility or service message costs US$0.0157 in the UAE and US$0.0107 in Saudi Arabia, and service replies beyond 1,000 a month per business number are charged again. Your provider’s platform fee comes on top.

Key takeaways

  • Meta bills per delivered message, by category (marketing, utility, authentication, service or Meta Business Agent) and by the recipient’s country. Messages customers send you are never charged.
  • From 1 October 2026, service messages and utility templates sent inside the 24-hour customer service window are charged again. Each business phone number gets 1,000 free service messages a month.
  • Marketing rates rose in the UAE and Saudi Arabia on 1 October. Both now cost US$0.0576 per message. Kuwait (US$0.0792) and Oman (US$0.0341) now have their own rates.
  • Conversations that start from a Click to WhatsApp ad open a free entry point window of up to 7 days, in which most messages cost nothing.
  • In our worked example, marketing messages make up about 94% of the Meta bill, so segmenting your list is the biggest single saving.

What changed on 1 October 2026?

Meta now changes WhatsApp pricing on a fixed calendar: only on 1 January, 1 April, 1 July or 1 October, with at least one month’s notice for rate-card updates, according to Meta’s pricing documentation. The October 2026 update was a significant one for Gulf senders:

  • Service messages are charged again. Free-form replies inside the 24-hour customer service window had been free since 1 November 2024. Each business phone number now gets 1,000 free service messages a month, with no roll-over, and Meta charges from the 1,001st.
  • Utility templates sent in an open service window are charged again. These had been free since 1 July 2025.
  • Marketing rates went up in the UAE, Saudi Arabia and the “Rest of Middle East” region, which includes Bahrain.
  • Kuwait and Oman left the “Rest of Middle East” region and now have their own rates and volume tiers. Qatar made the same move on 1 July 2026.
  • No payment method means no service messages. Meta stops delivering service messages for accounts without a payment method once the free tier is used up.

Meta lists which rates went up, but not the old figures alongside the new ones. To see your own increase, compare a September invoice with the October rates below.

What are the current WhatsApp rates in the UAE, Saudi Arabia and the rest of the Gulf?

These are Meta’s list rates in US dollars per delivered message, effective 1 October 2026, from the official USD rate card linked on Meta’s pricing page.

Bahrain has no line of its own on the rate card. It is billed at the “Rest of Middle East” rate, along with Jordan, Lebanon and Yemen. Authentication-international rates apply only to businesses Meta has found eligible under its authentication-international rules. Meta sends a 30-day notice before those charges begin.

Paying in dirhams or riyals? Meta also publishes AED and SAR rate cards. A UAE marketing message costs AED 0.2115, and a UAE utility, authentication or service message costs AED 0.0576. In Saudi Arabia, a marketing message costs SAR 0.2159, and a utility, authentication or service message costs SAR 0.0401. You choose the currency when you create the messaging account and can’t change it later, although Meta offers Currency Migration APIs to make switching easier.

How is each WhatsApp message type charged?

CategoryWhat it’s forWhen you can send itHow it’s charged
MarketingOffers, launches, re-engagementAny time, as an approved templateEvery delivered message, unless it falls in a free entry point window
UtilityOrder, booking and delivery updatesAny time, as a templateEvery delivered message, including inside the 24-hour window from 1 Oct 2026. Volume tiers apply
AuthenticationOne-time passcodesAny time, as a templateEvery delivered message. Volume tiers apply
ServiceFree-form replies to a customerOnly within 24 hours of the customer’s last messageFirst 1,000 per business number each month are free, then the service rate
Meta Business AgentReplies written by Meta’s own AI agentWithin the customer service windowUS$2.00 per million tokens, which Meta estimates at about 4–5 US cents a message. No free tier

Two details often catch people out. First, Meta charges for delivered messages, not sent ones, and never for messages a customer sends you. Second, the 24-hour customer service window opens or resets every time the customer messages you. Outside that window, you can only send templates.

When is WhatsApp messaging free?

Meta lists two cases:

  1. The free entry point window. When someone messages you from a Click to WhatsApp ad on the WhatsApp mobile app (desktop and web don’t qualify) and you reply within the service window, that reply is free. It also opens a window of up to 7 days in which marketing, utility, authentication and service messages are all free. Meta Business Agent messages are still charged.
  2. The monthly service tier. The first 1,000 service messages per business phone number each month are free.

For Gulf advertisers, this makes Click to WhatsApp ads worth testing. The ad buys the conversation, and most follow-up messages for up to 7 days cost nothing on Meta’s side.

What do WhatsApp providers charge on top of Meta’s rates?

You reach the API either directly through Meta’s Cloud API or through a business solution provider (BSP). Providers set their own fees on top of Meta’s rates. Two published examples:

  • Twilio charges a US$0.005 handling fee per message, inbound or outbound, on top of Meta’s fees, plus US$0.001 for each failed message. The page says its pricing is current as of September 2026.
  • 360dialog charges per number per month: €49 (Regular), €99 (Premium) or €500 (Scale), plus Meta’s messaging fees.

Some inbox, chatbot and CRM platforms bundle API access into a monthly seat price instead. When you compare quotes, ask three questions. Is Meta’s rate passed through at cost or marked up? Is there a per-message fee, a per-number fee or both? Are inbound messages charged?

Worked example: what would 20,000 opted-in customers cost a month?

Take an illustrative e-commerce brand with 20,000 opted-in WhatsApp contacts. Each month it sends two marketing campaigns to the full list, sends two utility templates (confirmation and dispatch) for each of 3,000 orders, and its support team sends 4,000 service replies. We assume every message is delivered and none falls in a free entry point window.

Meta total49,000$2,445.30$2,400.30
Illustrative calculation using Meta’s 1 October 2026 list rates, before volume tiers and provider fees.

Marketing makes up about 94% of the Meta bill in the UAE and 96% in Saudi Arabia. A provider charging US$0.005 per message would add about US$250 on the 50,000 outbound messages (the free service replies still count for the provider), plus any inbound messages. A per-number plan such as 360dialog’s Regular tier would add €49 a month instead.

Now suppose each campaign goes only to the 8,000 contacts who opened or replied in the last 90 days. Marketing falls to 16,000 messages, or US$921.60, and the UAE total falls to US$1,062.90. That is less than half the cost, and you’re messaging the people most likely to buy.

How can you cut your WhatsApp Business API costs?

  • Segment before you broadcast. A marketing message costs about 3.7 times a UAE utility message and about 5.4 times a Saudi one. Every unengaged contact you remove saves the full marketing rate.
  • Keep utility templates transactional. Order and booking updates belong in utility templates. Promotional content belongs in marketing templates and is billed as marketing.
  • Reply inside the service window. Free-form replies within 24 hours draw on the 1,000 free service messages first. After that, they cost the same as utility messages in the UAE and Saudi Arabia, which is still far below the marketing rate.
  • Use Click to WhatsApp ads for acquisition. Conversations that start from the ad open a free window of up to 7 days.
  • Watch volume tiers. Utility and authentication rates fall as monthly volume rises. Volume is counted across your whole business portfolio, per market.
  • Price AI agents before you switch them on. Meta estimates its Business Agent at about 4–5 US cents per message, with no free tier, and it is still charged inside a free entry point window.

Do messaging limits and quality affect what you pay?

Indirectly, yes. According to Meta’s messaging limits documentation, a new business portfolio can message 250 unique users outside the service window in a rolling 24 hours. Verifying your business, or sending 2,000 high-quality template messages to unique users within 30 days, raises that limit to 2,000. Meta then raises it automatically for senders who keep quality high and use at least half their limit. Meta also notes that people can block or report a business, and that it rate-limits businesses whose quality stays low. A list you can’t reach is wasted spend, so opt-in quality matters as much as price.
